Public Governance

The aim:
1. To acquaint students with principles, theories and models in the field of public management and public governance.
2. To provide fundamentals of public governance and multi-level governance.
3. To characterise the role of governance in public services.

Acquired knowledge:
1. Students have knowledge of the transdisciplinary nature of research on public administration.
2. Students have knowledge of the solutions which are offered by public management and public governance to political, social, and economic problems.
3. Students have knowledge of the possible ways of applying public governance rules and mechanism in practise.

Acquired skills:
1. Students are able to apply rules of public governance.
2. Students are able to identify advantages and drawbacks of public governance.

Acquired social skills:
1. Students appreciate perspective for the study of coordination mechanism of public affairs.
2. Students understand the need of improve and update their knowledge.

Course contents
1. From public management to governance. Understanding public management and governance. Changing context of public policy. The size nad scope of the public sector.
2. Strategic management in public sector organizations. Contracting for public services. Financial management in public sector organizations. Human resource management in the public sector. Good Governance.
3. Governance and its conceptual foundations. The nature of governance. Dysfunctions and dilemmas of th social system. The principles of governance. Wicked problems.
4. Governance in public administration. The transdisciplinary nature of research on public administration. The impact of governance theory on public administration research (network governance theories; new institutionalism theories; delegation theories; theories of bounded rationality).
5. Governance and innovation policy. Multi-level governance. Origins and attributes of multi-level governance. Theories of innovation policy. Relationships between governance and innovation policy. Smart administration. Smart city.
6. Governance in public services. Public services: the concept, its types, and responsibility for their provision. The destatization of public services. Co-production as participation in the direct provision of public services.
