Objective: 
1. To provide students with the basic knowledge about public administration and administrative law.
2. To provide students with the basic knowledge about administrative procedures.
3. To provide students with the basic notions and terminology in the field of EU and international standards of public administration and administrative law

Prerequisites: 
Students have the basic knowledge about standards in public administration.2. Students have the basic knowledge about administrative procedures

Contents: 
1. Introduction to administrative law (part I).
2. Introduction to administrative law (part II).
3. Introduction to administrative procedures (part I).
4. Introduction to administrative procedures (part II).
5. Globalization and europeanization of administrative procedures.
6. International and European standards in administrative procedures.
7. The idea of ‘good administration’ and the European Code of Good Administrative Behaviour.
8. Draft Model Rules on EU Administrative Procedures.
9. Parties to administrative procedures
10. Administrative acts (part I).
11. Administrative acts (part II).
12. Appeals and complaints.
13. Letters of dissatisfaction, proposals and certificates.
14. The notion and types of complaints before administrative courts.
15. Final exam.
