Introduction to Law of International Organisations

The aim:
1. General knowledge on the functioning of the international organisations.

Acquired knowledge:
1. Student knows the legal aspect of the international organisations.
2. Students knows the position of international organisations in the legal environment.

Acquired skills:
1. Student is able to analyse the international organisations – its legal character and competences.
2. Student is able to solve problems of the responsibility of international organisation.

Acquired social skills:
1. Student understands the role of international organisation in the modern world.
2. Student can discuss various issues on responsibility and ius standi of international organisation.

Course contents
1. Introduction. History of international organisations. Definitions and classifications of internationals organisations.
2. Structure of international organisations. Organs responsible for policy making. Advisory organs. Judicial organs.
3. Membership in international organisations. Full membership, associate members, observers.
4. Decision making process. The concept of decisions. Legal basis of decisions. Initiative. Drafting of the text. Final decisions – consensus, voting power, required majority. Entry into force of decisions. Termination of decisions
5. Character of the decisions. Internal and external rules. Declarations. Conventions. Types of binding decisions. Other instruments.
6. Interpretation and settlement of disputes. Means of interpretation. Methods of interpretation. Competence to request interpretation. Competence to solve disputes.
7. Financing of international organisations. Expenditure. Income. Budget of organisations.
8. Legal status of international organisations in international law. Personality, application of international law, international responsibility.
9. Privileges and immunities of officials of organisation and representatives of member states.
10. External relations of international organisations. Partners of external relations. Instruments of external relations.
11. Legal status of international organisations in national law. Personality in member and non-member states, application of domestic law, immunity.
