Information and Communication Technologies

The aim:
1. To introduce the law of new technologies.
2. To show risks and threats in the light of the challenges of the dynamic development of ICT technologies.

Acquired knowledge:
1. Student learns the legal framework and detailed policies defining the direction of legal regulations in the ICT sector in European and Polish law.
2. Student becomes familiar with the basic terminology characteristic of electronic legal transactions. Understands the specificity of electronic (online) trading in relation to traditional (offline) trading.

Acquired skills:
1. Student recognizes the reasons for creating new or modifying existing legal regulations, in particular in the area of ​​e-commerce and e-government.
2. Student is able to use the literature on the subject and other studies and is able to use them during discussion and critical analysis.

Acquired social skills:
1. Student works independently/in a team to assess the impact of ICT applications on the quality of life and development of society expected by ICT creators and legislators.
2. Student is familiar with current legal problems arising from the use of ICT technologies in e-commerce services and the protection of personal data and intellectual property.

Course contents
1. Introduction to the law of new technologies – historical outline, discussion on the separation of cyberspace law as a new branch of law.
2. E-commerce, part I – basic legal acts of Polish and European law and explanation of the most important concepts.
3. E-commerce part III – online services, problems resulting from the use of e-commerce technology, cases, review of case law.
4. Intellectual property in the era of development of services available on the Internet.
5. The idea of ​​e-government – public administration services for citizens – legal framework and assessment of the current offer of e-government services.
6. Electronic order for payment – an example of a procedure within the idea of ​​e-court.
7. Privacy and protection of personal data on the Internet – risks and threats in the light of the challenges of the dynamic development of ICT technologies.
